Yes you can. If you are battling a wild Pokemon which is holding an item, your Pokemon can steal it if it knows the TM move Thief.
Get a Pokemon who knows the move thief and battle a wild paras and use thief on it, you'll probably get a tinymushroom or something.

The magmarizer you can get on route 214 and is sometimes held by wild Magmar which you can get at the Fuego Ironworks and then the electerizer you could get in Valley Windworks and is sometime held by wild Electabuzz who you could get on route 222. If you want to get the items from a wild Pokemon I would suggest teach TM thief to one of your Pokemon who could learn it and put them first in your party then go out to the places those two wild Pokemon are and when you encounter one keep using thief on them and you may eventually get the items from them. This way you don't have to catch a million of the same Pokemon. Make sure you take the item from your Pokemon that used thief so it can take another item from the wild Pokemon without fail. Thief does a small amount of damage, but it also takes an item atached to your opponent and places it on your own pokemon. If you fight a wild pokemon you get it for ever, but if you fight a trainer it goes away after the fight.
For this you need 1 Pokemon that knows thief, 1 random Pokemon to hold a master ball, and a ditto. have ditto and the Pokemon holding the master ball go into a double battle. make ditto change into the Pokemon with the master ball. now switch that Pokemon with the Pokemon that knows thief. have that Pokemon use thief on ditto and win the battle and viola! you now have 2 master balls!
Clefable cannot learn thief at any level, not even from the TM. However it may use Thief if it knows Metronome, or a similar move.

The ez way is to have a Pokemon that knows covet or thief and use the super rod at route 132,133,and route 134 and find a wild horsea and use covet or thief and you might get a dragon scale or you can use covet or thief on a bagon at metior falls and u might get a dragon scale p.s. i would get a dragon scale from a bagon cauz u could get a bagon and a dragon scale.
