What type of Pokemon are strong against ground type Pokemon?

water and grass-type moves, ground attacks have no effect on flying or levitating Pokemon

Grass type moves aren't all that effective on ground types. And that is true they have 0 effect on the flying types. Water moves would be your best chance, In soul silver i got away with it using my typhlosion's lava plume and eruption. Along with flamethrower and blast burn. My lugia did exceptionally well with it's extrasensory (Psychic move) And It's Hydro Pump and Aerial Ace, Although it's Punishment move was a bit of a downer.
