In Pokemon heart gold and soul silver when you get to kanto, it's just like in johto. Travel around the region getting gym badges. Once you do that, go to professor oak's lab. He'll tell you that you can go to Mt. Silver. Once you get to the top, Red will be there. Battle him. (I suggest you have grass type since his team is mostly water type. He also has a Charizard and a venusaur.) After you beat red, go to professor oak's lab again and he'll let you choose on of the kanto starters. You'll figure the rest out yourself.
