After you beat Giovanni in Viridian City, you can get the macho brace by using your itemfinder around the spot where you battled him. It promotes attack, but lowers speed when leveling a pokemon. Perfect for Hitmonlee in my opinion.

You can find both Hitmonchan and Hitmonlee in Saffron City. At the top of the city is the Pokemon gym, but right next to it is a building that looks just like the gym. You will enter this building and in the back are two Pokeballs. In one is Hitmonchan and in the other is Hitmonlee. The only problem is that you can only have one of these Pokemon, unless you trade with a friend.
