Rockhopper goes usually on the server Mammoth and sometimes Snowboard(try and check Frozen also). He travels to these places to meet other penguins. It starts from:
The Migrator's Ship Hold, then
The Migrator Top, then
The Beach, then
The Dock, then
The Snow Forts (for about 2 seconds), then
The Plaza (for about a minute), then
Follow him in to the Pizza Parlor, then
The Forest, last but not least
The Cove (if you get a chance to get in)
Sometimes if he feels like it, he goes and hangs around the Iceberg
I know because I follow him every step of the way but met him 9 times!
