In Pokemon Silver, the Safari Zone is closed and cannot be accessed by the player. Since no place like it exists elsewhere in Johto or Kanto, the Safari Zone is not available. The zone was created and incorporated into the game, but due to programming issues, was not allowed access by the player. The data still exists in Pokemon Silver and if cheat codes are used correctly it can be accessed. However, it is not possible to catch any Pokemon there and it is simply an area inside the game. It is impossible to legitimately open the Safari Zone in Pokemon Gold and Silver. Luckily most of the pokemon can be found in nearby routes.

Go into the safari first. They should have finished constructing an area where there are SOME Pokemon in the Kanto region. If not, tough luvk, so you're gonna have to wait for awhile until they finsihed it (i defeated the Elite Four and the Champ, and then the safari section opened. you may have to defeat the Elite Four if you want a Houdour). If they did finish the section, walk around and from luck, you'll run into a Houndour eventually.

You have to unlock Volcano Path on the pokewalker and after 5000 steps you'll have a chance at catching it - You can also catch him in the Savannah area, Safari Zone, once you can place forest objects. You need to place 4 forest objects in the Savannah area then run around in the area until one shows up.

There are no Houndour or Houndoom in FireRed/LeafGreen. You will have to have Emerald to get Houndour. To find Houndour in Emerald version you need to go to the Safari Zone, and you need to go to Area 6. Area 6 is found in the North East of the Safari Zone and is only reachable after defeating the Elite Four.
