Sera's Special Delivery & Omond's Horse Quiz are definitely prerequisite quests. Some others that are possibly required: The Mystery of Leroy's Golden Nuggets & Gritty's Sand. I'm almost positive you don't need Candide's Golden Sheep, but it's a very faint possiblity.
