Pokémon that can learn Skill Swap would only Solosis and its evolutions in Pokémon Black, White, Black 2 and White 2. Others that can know Skill Swap would include Butterfree, Venonat, Abra, Slowpoke, Drowzee, Gastly, Chansey, Starmie, Mr. Mime, Exeggcute, Jynx, Mewtwo, Mew, Espeon, Natu, Girafarig, Misdreavus, Lugia, Stantler, Celebi, Spoink, Ralts, Solrock, Baltoy, Lunatone, Spinda, Kecleon, Shuppet, Chimecho, Duskull, Jirachi, Deoxys, Wormadam, Mothim, Drifloon, Bronzor, Mesprit, Azelf, Uxie, Cresselia, Manaphy, Victina, Munna, Woobat, Audino, Yamask, Sigilyph, Gothorita, Elgyem and Meloetta.

At Level 76
You can't; its ability Truant causes it to stop attacking every other turn. However, if you are Double Battling then you can have a pokemon use skill swap on slakoth/slaking to switch its ability with the other pokemon.
You can't. If the Pokemon is loafing around(Slakoth and Slaking) then that just means it has the ability Truant. That's just how it works. You can, however, pair it with a Pokemon that knows skill swap. Then, the slakoth or slaking would move every turn. Unfortunately, the other Pokemon wouldn't.
All Pokemon with a water-type can learn it. There are some other Pokemon that can learn it, but mostly water-Pokemon.
I don't know all of the Pokemon that can learn Headbutt, but I know that Cubone can learn it.

Skill Swap (10 PP) is a non-offensive Psychic move that switches the user's ability with with the target's.
You can find it at Mt. Pyre.
TM 48 teaches the move Skill Swap in Pokemon Fire Red.
At Level 76
it goes back and the Pokemon swaps with what you send out
have three pokemon u want, but u must have these three pokemon: Alakazam Shedinja Sableye The reason is because in a double battle, make sure alakazam knows move called skill swap. First use skill swap on shedinja. Then, if shedinja faints, use skill swap again with sableye. Your sableye now has the wonder guard ability for that battle, and because sableye has no weaknesses, your sbleye is now indestructable. For the three remainding slots, i rcommend Swampert, Gyrados, and Slaking.

It can however its absolutely pointless to teach because of its ability Traunt so if you teach it skill swap as well then teaching it focus punch will be more in use.
Nothing can hurt Sableye or Spiritomb with the Wonder Guard ability except by Hail or Sandstorm. However, it would require a third Pokemon in a double battle to use Skill Swap with Shedinja in order to switch Shedinja with Sableye or Spiritomb and then to use Skill Swap again to grant Sableye/Spiritomb practical immortality.
There is no "best" Pokemon for skill. The pokeathelon stats vary for each individual Pokemon. Feed it the Skill April juice and that will boost the skill stat
