If you want your Togetic to evolve, you have to get it to lv. 35 or higher. Then, give it a shiny stone. My cousins Togetic just evolved into Togekiss. I'm still trying to find a shiny stone on platinum. Where can you find one?
You can find a shiny stone at Canalave city, the 6th gym city. It will be on Iron Island in the lower level.
