What level does seel evolve?

Seel evolves at Level 34, evolving into a Dewgong.

In order to find Seel, you must possess a Pokemon with the HM "WhirlPool" and "Surf". Then you must travel, from Olivine City, to Cianwood City. On the way to Cianwood, you will pass a boy swimmer, and below him, a girl swimmer. Right near the boy swimmer, there is a Whirlpool. Use Whirlpool and cross it. Then go down, landing on a small shore. You should see a entrance to a cave, however it is blocked by the un-movable rocks. So go DOWN and surf again, going around the big rocks, onto the shore where the entrance to the cave is located. Enter the cave, this cave is called "Whirl Islands". By exploring this cave, you will encounter many wild Seel. All around the level of 23-28. In the Whirl Islands, if you are playing HeartGold or SoulSilver, so long as you also have the Silver Wing, you will also encounter the star-pokemon of Soul Silver, Lugia.
