It doesn't need a certain level, you just have to either use a thunder, fire, or water stone or increase it's happiness A LOT and then level it up at night or day. all these ways create different forms of Eevee whom I will name.
Thunder = Jolteon.
Water = Vaporeon.
Fire = Flareon.
Happiness by day = Espeon.
Happiness by night = Umbreon.
Moss rock = Lefeon.
Ice rock = Glaceon.

If you level Evee to a Vaporeon, the water evolution of a Evee, when the Evee is level 100, Vaporeon WON'T learn any water moves, unless you give it a TM or HM water moves. Why?
