This depends on the raid in question. Classic raids (such as Molten Core and Blackwing Lair) need a level of at least 60 (although there are reports you can enter them at 58 already).
Raids from TBC, such as The Eye, Mount Hyjal or Gruul's Lair require you to be level 70 or up.
Raids from Wrath of the Lich King, such as Naxxramas and Ulduar, require you to be level 80.
You can check WoWHead, Wowwiki or similar resources to find out the level requirement for each raid.

To sign up for help on a World of Warcraft (WoW) raid, you can log on to wowguilds Wow Raider - Raid Sign-up System. There are also a few forums that you can log on to that help you learn more about WoW raids.
The best raid level is the highest can do. If you are at 70, then the best raid level is level 70 raids. If you are at 80, then of course the best raid level is level 80 raids. If this is not what you are wanting, make a note in the discussion area and we will try to answer it better.

Technically, yes. Can you raid with them and reach their level? No. Can they take you with them to where they're trying to go to attempt to skip out on buying it? No. I've tried, trust me!

Every RAID level stripes data across multiple drives, which improves performance compared to using a single disk. RAID 0, RAID 1, RAID 1+0, RAID 5, RAID 6, etc. all have better performance than a single disk. Other than RAID 0, all other RAID levels provide fault tolerance. RAID 1, RAID 1+0, RAID 5, RAID 6, etc. all have fault tolerance.
raids to heal AND fight with your friends (make sure you are at liest level 30-35 first or youll get pwned lol) but until then what ever and even once you reach that level you don't have to raid (obviously) i just think it is fun.
You can get into a raid by applying to become part of a raiding guild on your realm, or sometimes people are looking for extra members of a raid (often called puggers) advertised in main cities in trade chat.
