Metagross cannot learn Thunderbolt. Metagross can learn only two Electric-type moves; Magnet Rise and Thunder Punch. Magnet Rise can be taught by using a Move Reminder NPC. Thunder Punch can be taught by using a Move Tutor NPC in the various Pokemon games where they are available.

Actually, the strongest non-ledgendary is actually Metagross. It has awesome attack and defense with an awesome ability. A garchomp would get schooled by Metagross's zen headbutt because I have one at level 78 and it could destroy Cynthia's garchomp. Hope this helps! Darknal43 i agree
The only way to teach metagross thunderpunch is through a emerald move tutor. The only way in pearl is to migrate one that learned thunderpunch through the move tutors in Emerald.
