The order you hit the switches are 3(Farthest), 2(Middle), 1(The first you come to). Hit them in that order and the doors should open so you can find the producer guy.

After you get to the basement (The basement is: In the Underground Path in Goldenrod City, there's a hallway that branched off of the path that you probably went down to check out but you couldn't get into the door because it was locked. Your pass will let you go in.) In the basement, after you beat the three guys that are next to the switches, turn the switches EXACTLY IN THIS ORDER: 3, 1, 3, 2, 1, 3, 1 I got it from Retro Cheats and it works. Now, if you are stuck at the Underground Warehouse, battle all the trainers and turn on the switches in this order: 3, 2, 1.I hope this helps you and anyone else looking for this answer :D
