It depends on what you mean by 'Old Cheatu'. An Old Cheatu in real life is a run-down building (usually a masion) located atop of a hill, on the side of a hill or deep in a forest. In many Old Cheatu's it is rumared that ghosts of the past live there, and so thay maybe but then again, maybe not.
Anyway, it's pretty much one of those Haunted Houses with the slime covered steps and the old black trees and the creeky doors and the holes in the floor boardsand all that stuff in the old Horror movies.

The only 'Old Cheatu' I know is the one in Pokemon Diamond OR Pearl. It's located in Eterna Forest. You can find Gengar by going in the room with a painting that has glowing red eyes on a purple back-board. Insert any Game Boy Advance games in the Game Boy Adavance slot on your Nintendo DS and run around the house and you may find one :).
You can also find a legendary Pokemon called Rotom in the Old Cheatu. Go in the one and only room with the TVin it between 8:00pm and 4:00am. Click on the TV and you will get a message that says "Do you want to thump the TV?", choose yes and you will be battling Rotom level 15.
Also, in the 'Old Cheatu' you may incounter two 'Ghosts' floating around. These are also called 'Floats'.
The Floats are nothing to fear. It is rumored that they are the previous owners of the Cheatu but died whilst in there. Because of this, people on the game have feared the Cheatu and left annoying bushes to grow outside the Cheatu, so you have to use the Pokemon move Cut to access the building.
Anyway, the two Floats are a young girl (like Dawn or Lucas's little sister) and an old man. To see the girl, you must walk into the room furthest down the hall on your right, then, go into the room next to it and in the room you where in just before should be the girl floating out of the room.
To see the man, look at the Pokemon Statue you see when you first come in, then, walk into the dining hall (the door next to the statue).
He should be floating to the left of you. If not, exit the room, then, enter again. Do this repetitavly to see the Floats many times.
