You cannot. You can wait for the flat to naturally elevate as the server cycles otherwise the NPC is based on the level of flat you obtain it as... Flat 1 = NPC 1 Flat level 10 = NPC 10 so on...

Well, theres a big white bar at the top of the screen click help and go item codes if it is something like 6547! you must go 654765 because you need atleast 6 numbers keep repeating it till its 6 characters long! There's hundreds!

There is a special NPC in Henesys, and some other islands, that sell special pet command books. This NPC is located to the right of the Henesys potion shop.

You use either additem (item code) (quantity) or removeitem (item code) (quantity). If you are friendly with the NPC you can choose it by clicking on it in console mode, otherwise you can use prid (Ref ID) with the RefID of the NPC. So suppose we want to give Glarthir a Daedric Mace with Fire Damage. Glarthir's RefID is 000294C8, and Daedric Mace's item code is 0003DB23. We open console mode (backslash), and type prid 000294C8 additem 0003DB23 1

It depends. For cygnus knights the NPC is kiku. For explorers the NPC is Heena. For Aran its Lilin. And for Evan, well... I think its a dragon.
