I believe it means the owl calls the watch, as in it signals the changing of the guard throughout the day. I think its meant to create reflection on the emptiness of these once great palaces and the fates of those who built them. Also the Caesars of Rome and Afrasiab of the Turanians were the traditional enemies of Persia, home of this poem's author Ferdowsi.
