Use Red chinchompa in multi-target area like in Chaos dungeon and kill skeleton. You can hit like 8+ skeleton with it. It is the fastest way till now and the most expensive way.
Ranging aviansies is the best way to kill them. You will need about 70+ range with pots and good defense. Wear anything that is armydal so they don't auto attack you.
You would need to kill approximately 4589 guards to get from level 62 defence to level 70. The best place to kill them would be the north entrance to Falador.
70 Attack is your best bets, 70 defense is only good for barrows Armour it is better than dragon in defense, but very costly since you have to keep repairing it. Assuming your probably wanting to level to 80 now. Questing is the fastest way to level, if you aren't a fan of questing then you can level through AV after 60 which is about an hour longer.

there is no "fast" way to get to level 100 if you can even get to that level...im sure that you can only get to level 60-70 MAX
