The hold button neutralizes all other actions on the psp. If the hold button is turned on nothing you press will do anything. Its useful for transporting your psp and having a game on hold for a bit.
Unfortunately, PlayStation Portables do not have a setup button on it. However, pressing the select button on the main menu works as the setup button if your PSP is modified.
It is not 'on' the PSP, it is something on special routers. The PSP is asking you to press the button on the router, not locate a button on the PSP.

start the psp holding doen the select button and the top right side clear button (big button on top pf the psp main unit).
