The black wither skull is the normal wither skull, however the blue wither skull is much more devastating to the terrain around it. The black wither is much faster, meanwhile the blue wither skull is slower. Building a shelter against a blue wither skull will not work, as it can break through obsidian. The shots fired from a blue wither go on forever until it hits something, so the blue wither could unintentionally hit something else. Read more on the wiki in the related links below.

Is there an boss in minecraft in nether portal?

Yes, as of Minecraft 1.4, the Wither was added to Minecraft. It is created by placing two blocks high of soul sand, then adding two "arms" of soul sand. Then, on the three top blocks, place three Wither Skeleton Skulls, which are obtained from fighting Wither Skeletons as a rare drop, which are found in Nether Fortresses. When you build the wither boss, it should look like this: [SKULL] [SKULL] [SKULL] [S . S .] [S . S .] [S . S .] _______[S . S .] 'S . S .' stands for Soul Sand. When you build it, the wither boss will automatically spawn. I would advise building it in the Overworld, because there you will have a smaller chance of being thrown in lava.

Where do you find the wither in Minecraft?

You don't find it. Go to the nether and fight the wither skeletons to the death and they will drop a wither skull eventually. Be careful of their hits on you or you'll be withered. Next ingrediant is soul sand which is in nether forts like the wither skeletons so find a nether fort fast or you will have a hard time trying to summon the wither. You need 4 soul sand and 3 wither skulls. Be prepared for the fight and here's the formation s= soul sand w w w w= wither skull s s s s To sum it up, you need 4 soul sand like the iron blocks needed to summon an iron golem and the wither skulls are placed on the top soul sand. Good luck! Fighting: Okay I will answer how to fight it. The wither is very annoying to fight. Tips - bring golden apples and potions, be serious - enchant sword with sharpness and smite - fire nor arrows can't touch him - ride in a horse for agility( if not use a minecart, remember you can summon it whenever you want wherever you want) - because you can summon it anywhere, use this advantage to summon him in a minefield with obsidian Attack pattern: He will shoot wither skulls which will explode on contact. Beware of where you summon him because he will kill other mobs. Yes, your pigs will die if he sees them. The wither skulls give the victim the wither effect which will heal the wither too. Health is 150 hp(half hearts) and be careful.
