Press Start to open the menu choose Options look under Battle Style if its under Shift this means you can switch Pokemon during battles if its under Set you can't switch out unless you choose it as a command so change it to Shift if its on Set.
In the options it can be changed so that 'Shift' allows to swap out a Pokemon and 'Set' means the battle keeps on going.

If you mean in-game, then just change the settings from "set" to "shift" in the options. For any sort of link battles or frontier challenges, you're forced to be on set because that would sort of be cheating. Someone can easily switch out to a Pokemon with an advantage every time they knock out an opponent's Pokemon.
