The Clear Bell in Pokemon Crystal can be used to gain access to Tin Tower. If you go to the top row of houses in Ecruteak City, enter the house next to the small patch of water. Walk next to the monk by the stairs, and he will say you can pass because of the bell.
Be prepared to battle, as 3 monks will be waiting to fight you (in a row, and they are fairly strong). After you defeat them they will let you pass, and you will be outside on a path to Tin Tower.
SAVE before you go inside. When you get inside, you will encounter the 3 legendary dog Pokemon, and Suicune will want to fight. This is your ONLY chance to catch Suicune, so again, SAVE, and make it count. Bring plenty of Ultra Balls (at least 15), bring it's health into the red area, and make it sleep or paralyzed before trying to catch it. It will be at level 70.
