You have to have Sims 3 Showtime installed, and you have to go to the Lifetime Rewards menu and you can buy the Dusty Old Lamp for 30,000 points. Then go to your inventory, click on the lamp, and select "rub the lamp"

Well first when your in the neighborhood press ctrl-shift-c and this opens the cheat box type in 'boolprop testingcheatsenabled true' the way ive done it and then you go to your home press shift and click the letterbox then go to force NPC, then you click on other* and choose force genie delivery!
