(I notice you said for each of these Pokemon to have recharging moves. If it get's STAB, it's not a joke move. If not, seriously, it's one of the Pokemon's worst moves.)
I'm assuming that this is in-game.
First things first - Hyper Beam/Giga Impact suck on anything that isn't Slaking (or that has the Truant ability). Anyway:
Empoleon
- Surf/Hydro Pump (to take advantage of STAB; Surf has more PP while Hydro Pump has more power but it's your call)
- Ice Beam (to take care of Flying, Dragon and Grass types)
- Flash Cannon (also STAB, plus 10% chance of lowering S. Defense)
- Drill Peck/Grass Knot (Drill Peck is a good way to take out Bug/Grass types while Grass Knot is useful against Ground/Rock types if you've got limited PP for the Water and Ice moves, plus you would be surprised how heavy some Pokemon are)
Luxray
- Thunder Fang (takes advantage of Luxray's high physical attack; after that maybe Thunderbolt)
- Crunch (good against Psychics)
- Charge (increases S. Def and power of Thunder Fang)
- Return/Ice Fang (though really, this is filler)
[to be honest, Luxray is strong. If you can find a Raichu, don't use it]
Houndoom
- Crunch (STAB, yay!)
- Flamethrower (STAB, yay!)
- Sunny Day (increased power to Flamethrower, plus sets up for...)
- Solarbeam (for those pesky Water or Ground types that want to switch in)
Staraptor
- Brave Bird (primary attacking move)
- Close Combat (for type coverage)
- U-Turn (scouting for you plus escaping sticky situations)
- Return/Roost/Aerial Ace (Return if it's friendluy, Roost for longevity, Aerial Ace for accuracy)
Gengar
- Shadow Ball (STAB)
- Focus Blast (for any Dark types that want to switch in)
- Confuse Ray (confusion is always good)
- Dark Pulse/Psychic/Sludge Bomb/Thunderbolt (up to you; depends on your interests regarding type coverage - Dark Pulse for fellow Ghosts, Psychic for Fighting types, Sludge Bomb for Grass and STAB and Thunderbolt for Water/Flying types)
Rhydon
- Earthquake (STAB)
- Stone Edge (STAB)
- Megahorn (takes down Grass and Psychics)
- Iron Tail/Elemental Fang (Iron Tail against other Rock types, Elemental Fang for type coverage)
Houndoom , Roserade , Garchomp , Empoleon , Luxray , Staraptor is a very good team , it just depends what moves they have , How good there stats are What level they are.Other wise , it's a very good team for Pokemon Platinum. Here's a suggestion: Gallade , Empoleon , Garchomp , Frostlass , Crobat , Gliscor.

You can't Sorry People If you want to defeat the elite four the easy way you should have these pokemon : Typelosion lvl 65 or level 68 : Giratina lvl 50 : Empoleon lvl 49 : Houndoom lvl 51 : Luxray lvl 54 : Staraptor Level 54 Most of these are from pokemon platinum so try to find a person with pokemon platinum
You can get Houndoom in Pokemon Platinum by evolving Houndour. Houndour can be found on Route 214 and Valor Lakefront! Houndour will evolve into Houndoom at level 24.
It will be a tie between houndoom and Luxray but my choice (since I raised a luxray To lv100) I think it is luxray Best move discharge
