In my opinion, Bibarel is the best HM slave in every game. It can learn almost every HM. Mew would also be a good option, but I doubt you would want to ruin its moveset (it is better off as a Baton Passer anyway). You can catch Bibarel early in the game. It has OK stats, but it is better off as an HM slave. Hope this helped:)
