Bulbasaur, has strong attacks, a high stat range, capability to use ground type moves (super effective against fire types), and a dual type with poison allowing a good advantage over the other starters until Charizard. Also the only other grass type which comes close is Vileplume however a Venusaur is a lot more powerful on stats. Squirtle isnt a bad choice either, high defense stats, capability to use ice types (super effective against grass) and a good moveset altogether. However other very strong water types such as Gyradose are not too hard to find and will give you a good water type. Charmander is probably the worst, has a high attack however a couple of super effective moves usually wipes out a Charizard in 1 shot. The flying is a good bonus but it is already super effective against grass anyway, so it just provides vunerability to electric types. Also it is easily replicated, Moltres being a great example of a strong fire/flying type. And if you dont want a legendary Ninetales, Arcanine or Flareon are good to use. Overall the best choice is Bulbasaur though, besides the advantage over the first 2 gyms, Vensaur has a lot of advantages, as well as evolving at lv 32 which is earlier than Blastoise/Charizard who evolve at level 36.

You cant get a kanto starter on Pokemon sapphire but if you have Pokemon emerald then you complete the pokedex then you get a choice of starters from the johto region. I hope this helped.:)

First you have to defeat the pokemon league and go to Kanto. In Kanto you have to go to Oak's lab and he will offer you one of the three starter pokemon for Kanto.
You can go to Kanto and beat the Gym Leaders and Elite Four there. You can also get Kanto and Hoen starter Pokemon.

Quite frankly, it is impossible to receive your Kanto starter first. You start the game in NewBark Town, which is located in the Johto region. In Professor Elm's lab, you can only choose between three Johto starter Pokemon. You can get the Kanto starter Pokemon later in the game.
Entei doesn't have a specific location, but they are roaming around Kanto after you beat the E4, get the National Dex, and give the Ruby and the Sapphire to Celio. The legendary dog that runs around Kanto is based on the starter that you pick. When you pick Charmander as your starter, Suicune roams around Kanto. When you pick Squirtle as your starter, Raikou roams around Kanto. When you pick Bulbasaur as your starter, Entei roams around Kanto.
