then when you look at your inventory hold L+R and hit bag you should have 493 master balls then toss away 10 master balls which = 483 (dialga's pokedex number) then go in the grass while holding L then you should come across dialga. It's level will depend on where you are (I would suggest going to stark mountain and catch it)
