to use the Pokemon modifier you put in your action replay. when you start the game press L and R in the menu.[the menu is ware you can save and stuff]. then open up your bag and go th items. there should be 493 heart scales or 493 master balls. you have to have the same number of heart scales or master balls as the pokemons number. after you do that walk into the tall grass and hold L when you are walking. the Pokemon should be the Pokemon you wont.
