Shoal Cave has nothing that is crucial to the plot of Emerald. However, it is unique in the fact that it has high tides and low tides which change as the day turns to night, and the night turns to day.

At high tide, you can obtain the Shoal Shell items, which respawn each day, as well as a Rare Candy.

At low tide, you can obtain the Shoal Salt items, which respawn each day, and you can access the lowest floor of the cave, the only place in the game where you can catch Spheal and Snorunt. This room also contains TM07, Hail, and the Nevermeltice Hold Item, which boosts the power of Ice-Type attacks. In another room accessible at low tide, you'll find a Black Belt who will give you the Focus Band if you talk to him. The Focus Band is a Hold Item that has a one-in-ten chance of preventing the Pokémon it holds from fainting, leaving it with one HP.

And as for the Shoal Salts and Shoal Shells, if you take four of each of them to the old man at the front of the cave, he will create a Shell Bell for you. The Shell Bell is a Hold Item for Pokémon; whenever the holder deals damage, it gains HP equal to 1/8 of the damage that it dealt.

There's also a Big Pearl and Ice Heal in the cave, but apart from that, nothing else of much significance; the other wild Pokémon that can be encountered in the cave can be found elsewhere (Magikarp, Tentacool, Wailmer, Zubat, and Golbat).

Where to get all the shoal shell and salt in Pokemon emerald?

the shove cave above the 7th gym can reach by surf....then enter the cave and an old man there that ask u to bring all the shoal shell and salt to him to make a shell bell....all the materials needed(shoal shell and salt) are in the cave...but the tide will cover the all shoal shells so after collected all the salt the shell must be wait until the tide faded and vice versa....depends on luck for the fade of tide....

First you have to deafeat Team Magma In Mount Chimney. Then go to slateport city to the dock building where you run into team aqua stealing a submarine, then you go to Lilycove and enter Shoal Cave. The two Team Aqua Grunts won't be there any more so you can pass through. Fight all of Team Aqua and The person Team Aqua Grunt that was training will not be there any more so you can surf past them. Keep surfing until you get to Mossdeep and Mossdeep is a Diffrent Story.
