The speed of floating-point operations is an important measure of performance for computers in many application domains. It is measured in "megaFLOPS http://en.wikipedia.org/wiki/Floating_point

Semour Cray is generally acknowledged as the father of the "super computer". The Cray computers were seen as the most powerful computers of the 1970s and the few that were made sold at breathtaking prices. The Cray 1 with serial number 001 sold for more than eight million dollars. The first Cray ran at a speed of eighty megaflops per second (million floating point calculations per second). This amazing speed has now been surpassed by all modern latops and by a considerable margin. The fastest of today's supercomputers is reported to run at more than 8000 terraflops (each terraflop equal to one million megaflops). The difference in speed is a reflection of the way electronics technology has advanced rather than a suggestion that the Cray wasn't outstanding. The Cray computers were marvels of electronic engineering and remain icons of the computer industry.
The first computer was Babbage's Differential Engine. He never finished it in his own lifetime. Parts of his uncompleted mechanisms are on display in the London Science Museum. In 1991, a perfectly functioning difference engine was constructed from Babbage's original plans. It took from 1989 to 1991 to build.

Processor speed is benchmarked in terms of Hertz (Hz), or some derived unit of it (MHz = Megahertz, GHz = Gigahertz). It may also be measured in FLOPS, or Floating-Point Operations Per Seconds, or its derived units (MegaFLOPS, GigaFLOPS, TeraFLOPS, etc).
The performance or speed of a processor depends on e.g. the clock rate and the Instructions Per Clock (IPC), which together are the factors for the Instructions per second (IPS) that the CPU can perform. So speed of processor can be measured by IPS alone.
