If you've seen all of her heart events (2 gifts, date, love letter, and confession of love) and she's at 9 hearts, Mira should have come by your house to talk about a bluebird. After you see that scene, go to the 45th floor of the Upper Garmon Mine. You should see a scene where the bluebird leaves you a Blue Feather. Present that Blue Feather to Kathy (as a gift), and she should marry you.

You wait until 5 o'clock pm to get your feather, dropped by the blue bird. Then you can propose to the candidate. Remember you have to have a level two house before proposing to him/her.
