it can change the earth by destroying it with strong winds, heavy rainfalls, landslides, storms etc. A hurricane's storm surge can also cut an inlet through a barrier island. Depending on the population of the island and financial resources of the state, the inlet can either be filled in and the road rebuilt, a bridge can be built across the inlet, or on uninhabited islands, the new inlet may be left alone.
