Actually, if you report this to Prof. Oak, he just says congratulations, you finally completed your pokédex and fulfilled my dreams, or something like that. And, if you talk to the guy at the game freak's building (celadon city) he'll give you a certificate. That's all that happens when you fill the national dex.
