Treeko is only available as a starter Pokemon. It can only be owned if you choose it as a starter or by trade.

There are two possible ways: Choose Treeko as a starter Pokemon Or By trading
Mudkip is a starter Pokemon on Pokemon Emerald, Sapphire and Ruby. This means that it is the first Pokemon you get. You get starter Pokemon near the beginning of the game from Professor Birch. Other starter Pokemon are Torchick and Treecko.
Since each type had different weaknesses there is no "Best" starter pokemon. he is correct the only bad starters are treecko and chikorita.

Treecko is a completely optional Pokemon, and therefore there is no order of events that directly require the possession of a Treecko or any other Hoenn starter.
You can't catch Treecko, because it's a starter pokemon. There's only one in the whole game and if you didn't choose it as your starter in Littleroot you can't catch it later.
You must trade otherwise you cannot receive it.
