If you have not yet received the update screen asking if you'd like to update, simply log into Minecraft, and the screen should appear immediately. Click "Yes" and your client will update to 1.3.1. If you have received the update screen but chose no and now changed your mind, all you need to do is click the "Options" button on the launcher before you log in, then click "Force update". The button will change to "Will force!" and you can then log in and wait for the client to update!
