In Yu-Gi-Oh!, there are two different types of "negation".

Negating a card refers to a Player preventing the effect or activation of a card. The card's effects are cancelled and does not resolve.

Negating an attack refers to a Player preventing the carrythrough of an attack that the opponent declared. When an attack is negated, the process for the battle disappears.
