coal is used to make steel, you need 2 coal and 1 iron ore to make a steel bar. Iron bars are made with just 1 iron you have a 50% chance of it being urned into a bar or being destroyed

The process does not use raw coal, but coal distilled to leave as far as possible, just its carbon, as a material called "coke". Iron-ore is iron-oxide. The coke and iron-ore in the right proportions are burnt together in a blast-furnace, in which the coke absorbs the oxygen from the ore to leave the iron. Crushed limestone is added too, and this melts to form a flux that cleans impurities like silica from the molten iron - the slag floats on the iron, and is tapped off separately to leave fairly pure iron.

.

So far, that's made iron with some carbon and other impurities. Steel is more complex as it is iron with a trace of carbon, in proportions very carefully controlled by further processing to give the finished metal the required characteristics. The processing may also add traces of other metals to give particular extra properties to suit particular engineering uses.
