It doesnt actually say "Hey Mario", when you look at it into a sky level where Mario is flying with a cap with wings.
You can be Luigi by holding down L and R at the same time from when you press Mario Game at the beginning to when your level shows up, it will say Luigi, then you are him.
You say it just before someone starts eating. You might also say "Enjoy your meal" which it is more common for the US.
