You don't make it. You find an npc (non-player character) village and give the priest a diamond and he will give you a bottle o chanting.

There is No possible way of making one of the orbs for free potions because these are like the eggs in minecraft, you can only access them by using creative or toomanyitems. I hope I helped you! EDIT(from roboaedin): The person above in this answer is [i]WRONG[/i]... There is a way to get eggs without using creative or TMI/NEI. Just kill enough of that mob and you'll get one you can also just wait 15 minutes for a chicken to lay an egg
They only serve two purposes: You can craft them into emerald blocks and use them as decoration, or (the much better use for them) you can trade them with NPC villagers for various items. Different villagers will give you different things, from enchanted gear (but you have to also provide them with the gear to enchant) to bookshelves, and even bottles o' enchanting, which can only be gotten through villager trading or through creative mode.
