After going all the way to the top of Mount Pyre you continue on the trail to Lilycove City. Out into the ocean you'll see some Wailmer being "trained" by magma grunt. Up near the top is the base. Enter and defeat team magma to get the grunt out of your way and continue to Mossdeep City. (Oh, and your rival is at the poke'mart, you might have to defeat them to get in the base. Can't remember, lol) ^_^
