You go to the left and go through the portals until you get to the stage he made the speech on and go to the portal on the right and go to his room and he will be there and then you have to battle him and if and when you win he will give you a master ball which you should only use on palliative if you are playing pearl, dialga if you are playing on diamond,or garitina of you are playing on platinum.

yOU HAVE TO BEAT ALL THE TEAM GALACTIC, GET INTO THEIR BASE, HEAR CYRUS GIVE HIS SPEECH, THEN GO TO MOUNT CORNET. yOU WILL NEED TO HAVE A POKEMON WITH ROCK CLIMB, SURF, ROCK SMASH, DEFOG IF YOU WANT AND IM NOT SURE IF STRENGTH. oN THE TOP OF MOUNT CORNET, WILL BE THE ENTRANCE TO THE DISTORTION WORLD AND IN THE DISTORTION WORLD YOU HAVE TO GO THROUGH A "MAZE" AND IN THE END, YOU WILL BATTLE CYRUS, AND IF YOU WIN, GIRATINA. hope this helped
