Well,
when you leave the gym, bill will tell he is going to island 1 and he says he wants to take you. A lot of stuff happens but when you do lots of thing you can travel to island 1,2 & 3 by going to vermiilian. On island 3 after you are able to use Rock Smash and Strength, go to Mt. Ember and at the top Moltres wiil be there.
