After you beat Kyogre at the Stormy See you should get a letter in your mailbox telling that the relic's have been discovered (You're mailbox has to have space for the letter). That lets you go to Ancient Relic. There you will find all the Reggie's. You can also find Mew in that dungeon if you have the Music Box.

There have been no announcements of the Pokewalker to be included with Pokemon Black and White. Since Pokemon Black and White feature new Pokemon, not obtainable in HeartGold or SoulSilver, then the chances of the Pokewalker being compatible with Pokemon Black and White is low. The only other solution is for Nintendo to make a new Pokewalker device to work along side Pokemon Black and White.
