Paper would be a pretty popular choice. You could also try strings, fabric, plants, hair, twigs, thin plastic things, erasers and pretty much anything that isn't made from a very hard material.
You can't cut rocks though. :(
Also, if you cut anything with metal, like chords, it will make the scissors lose their sharpness over time. If you are going to cut wires of a fence, make sure it's not an electric one.
Please do make sure that you have permission to cut whatever it is you want to cut. Especially if it's an item you do not own. Also note that shredding your bills by means of scissors doesn't make your debt go away.
On another note, be careful when handling scissors. Don't run with them, and watch your fingers when cutting something.
