I think you are talking about the symbols that indicate different types of energy. If you haven't played the game, it's pretty easy to understand. You can play a tutorial online at the pokemon website and it explains everything. I'm sure if you get a starter pack of cards it has playing directions and explains it too.
The different symbols mean different types of energy used to power up pokemon moves for the game. You use these moves to defeat your opponents. For example, the green symbol with a leaf on it stands for grass type energy. So if a card shows two green symbols next to the move Razor Leaf, for example, you would put two green energy cards under the pokemon with the move. Then you may attack the opponent with that move. Sometimes there are more than one type of energy symbol next to a move. Generally it is white with a star, which is colorless, meaning you can put any other type of energy in place of that. So if Razor Leaf move cost one green energy and one white (or colorless) you could use two green energy cards or one green and one purple (which is psychic energy) to power up the move.

It's not meant for the card game, it is just a collectable. However if you translate it, it has 30HP, an attack that needs two psychic energy, and deals 40. It has no resistance, and is weak to psychic. It has a retreat cost of 2 generic energy.

The retreat in the Pokemon Trading Card game means to use an Energy or two attached to the active Pokemon card to switch out with one of the benched Pokemon. It's a lot like switching in the real Pokemon games, but you would need to have energy attached to the Pokemon in order to retreat like noted before.
