I used Overheat, dragon pulse, outrage and fly
also, a moveset like: surf: flamethrower, fly, and dragon pulse is good at handling almost any situation involving multiple types of Pokemon, its always good to have options that don't involve swithing Pokemon.
so replace ice beam with dragon pulse, get rid of physical moves if you can, as rayquaza's best is its special attack, EV train it using calcium (x10) and its sp. atk is 199 and lvl 50, and will be a very usefull Pokemon to have in your team. hope it helped! ^^

Rayquaza should not learn earthquake or ice beam. I t shoulf learn all dragon moves, like Draco meteor, outrage, dragon rush, dagon rage, dragon pulse, dragon claw, and others. If it knows all dragon moves it will be nearly unstopable, unless it meets a higher level dragon, ice, or rock Pokemon that is faster than it.
Rayquaza is probably stronger because of the moves it learns like outrage,extremespeed hyper beam and dragon pulse and i have got one on my Pokemon diamond team and it is great!
