I used Overheat, dragon pulse, outrage and fly
also, a moveset like: surf: flamethrower, fly, and dragon pulse is good at handling almost any situation involving multiple types of Pokemon, its always good to have options that don't involve swithing Pokemon.
so replace ice beam with dragon pulse, get rid of physical moves if you can, as rayquaza's best is its special attack, EV train it using calcium (x10) and its sp. atk is 199 and lvl 50, and will be a very usefull Pokemon to have in your team. hope it helped! ^^

It depends on the moves, but have lots of reviver seeds, sleep seeds, and a link box. Link all of your attack moves together and throw a sleep seed at Rayquaza. you should then use your linked moves against him. This should end quickly with your victory if your attack stat is strong enough. I did this without using a reviver seed by simply linking the moves.
