There are move tutors everywhere there is one in particular that will teach moves that your Pokemon tried to learn but didn't that tutor can be found on two island.

If you still have the TM/HM, teach it to the Pokemon again. If not, go to the move deleter-- there should be a move tutor there too. I learned through HG/SS though. |D

You get the HM rock smash and teach it to one of your Pokemon. You get it on island 1.
How do you get the girl on island two to teach your Pokemon moves on Pokemon firered?
I assume you mean the one above the waterfall/ river? If so, you must move your Charizard into slot 1 of your Pokemon team. Make sure he's fully evolved and is the first pokemon in the team.
