You can't. Enchantments are only for tools and armor for now.

The heirloom gear is considered ilevel 1 no matter what level you use it at. This means that the only enchantments that you can put on it are Pre-BC enchantments (the ones that don't have a level restriction).

First, you get Lapis Lazuli block by mining with a iron (or higher) pick axe at around 32 blocks below sea level (about the same as gold). Then, you simply put it in your crafting bin!

The monsters attack you in Minecraft because they are simply programmed to you and the game wouldn't have any challenge if nothing attacked you. Your best bet is to fight or put it on peaceful.
