The Legendary Pokémon in Pokémon HeartGold and SoulSilver are Lugia, Ho-Oh, Raikou, Entei, Suicune, Articuno, Zapdos, Moltres, Mewtwo, Latias, Latios, Kyogre, Groudon and Rayquaza, Dialga, Palkia and Giratina. Lugia and Ho-Oh are both in HeartGold and SoulSilver. You find Lugia first in SoulSilver and Ho-Oh first in HeartGold and you can't get the other one until you get to Pewter City. Raikou, Entei and Suicune are in both games but you can't catch Suicune until you make it to Cerulean City. Articuno, Zapdos and Moltres are in both games but you can't catch either of them until you make it to Kanto since Articuno is in the Seafoam Islands, Zapdos is by the Power Plant and Moltres is in Mt. Silver. Latias and Latios are in both games but Latias is only available naturally in HeartGold while Latios is only available naturally in SouilSilver, the other one will be unlocked if you have the event item which is called the Enigma Stone. Kyogre is available in HeartGold in the Embedded Tower if you have Mr. Pokémon's Blue Orb and Groudon is available in SoulSilver if you have his Red Orb in the Embedded Tower. Rayquaza is available in both games if you have both Kyogre and Groudon together (Kyogre must be the same that was caught in the HeartGold game and Groudon must be the one that was caught in the SoulSilver game) in the same game then you can take them to Professor Oak and he'll give you the Jade Orb. Dialga, Palkia and Giratina are also available in both games but you need an Arceus in order to access them. Take the Arceus to the Ruins of Alph and you'll soon be teleported to the Sinjoh Ruins. Make sure Arceus is your only Pokémon in your party and follow the path until you go through a door where you'll meet Cynthia, the Champion of the Sinnoh region. You'll have an option of choosing Dialga, Palkia or Giratina so choose wisely because you can only choose 1 of them.
