U need the move secret power 2 create a secret base....hope this helps.
all right, go to fallabor town and travel right 'till you reach old lady's rest stop. go down to the boy standing by the tree and talk to him. he will give you thetm secret power. teach it to one of your Pokemon and now you can access bushes trees, and cave walls.(you're only allowed 1 secret base. you can move your secret base from place to place) hope I helped-I had trouble too.
